Ten Years of Cybercrime Convention in Geneva

The convention, signed in Budapest in 2001 and enforced in 2004, targets internet crimes like copyright infringement, fraud, child pornography, and network security breaches. It aims to establish a common criminal policy against cybercrime through legislation and international collaboration, involving experts from multiple countries. An Additional Protocol criminalizes racist and xenophobic internet propaganda.

He highlighted the challenge of cognitive illusion in using social media effectively, emphasizing the need for sustained learning and adaptation. Dr. Kurbalija proposed a structured approach to e-diplomacy capacity building, spanning one day for technical training, one month for individual proficiency, and one year for institutional readiness.
