[Podcast] Diving into Digital #2: From first cyber diplomat to capacity-building champion

Welcome to  the second episode of our new series Diving into Digital, Diplo’s podcast on digital foreign policy. 

This time, we were joined by Mr Chris Painter, board president of the Global Forum on Cyber Expertise Foundation (GFCE) and former coordinator for cyber issues at the US Department of State. Painter is often referred to as the first cyber diplomat, so for this podcast, his appointment as coordinator for cyber issues in 2011 was a natural starting point. 

In establishing the Office of the Coordinator for Cyber Issues, Painter was able to shape its key parameters. In our interview, he reflects on the importance of a whole-of-government approach and emphasises working towards international norms. From there, the discussion took us to broader reflections on the definition of ‘cyber’, the role of cyber diplomats today, and how diplomats and non-diplomats can work together in the most effective ways. 

Lastly, given Painter’s work as president of the GFCE, we talked about cyber capacity-building needs and approaches and the urgent need to create an inclusive global conversation on norms in cyberspace.
