The government of Estonia operates within the framework of a unitary parliamentary republic. In this system, the Prime Minister, who is the head of government, is nominated by the President and approved by Parliament. The Prime Minister is in charge of the executive power vested in the government.

The government exercises power directly and through government agencies. It operates on the basis of the Constitution and laws of the Republic of Estonia. The government is responsible for executing the domestic and foreign policies of the state, directing and coordinating the activities of government agencies, and administering the implementation of laws, resolutions of the Riigikogu (Parliament), and legislation of the President of the Republic of Estonia.
