The European Telecommunications Network Operators' Association (ETNO) represents the voice of Europe’s telecommunications network operators since 1992. It has 50 members and observers in 35 countries; its members are the main drivers of broadband deployment in Europe, as well as the main investors in innovative and high-quality e-communications platforms and services.

ETNO aims to contribute, through advocacy activities, to shaping the most appropriate regulatory and commercial environment for the telecom sector at the national and European level. It is active in Internet governance and other digital policy forums, as a business stakeholder. As part of its activities, the association has developed position papers on a wide range of technical, regulatory and trade issues such as: e-commerce, Internet of Things, Cloud computing, online intermediaries, Over the Top (OTT) services, market competition, use or radio frequencies, mobile services, etc.
