The Caribbean Community and Common Market (CARICOM) is an intergovernmental organisation established with the aim to strengthen regional integration and cooperation in the Caribbean region.

CARICOM's objectives, as set by its 15 member states, include, among others: enhancing sustained economic development and convergence; expansion of trade and economic relations; and strenghtening cooperation in areas such as health, education, transportation, and telecommunications. Coordination of policies in the filed of ICTs and Internet is included within the scope of these objectives.

CARICOM has developed an ICT strategy aimed to strengthen connectivity and development across the region, and to promote the liberalisation of the telecommunication sector within member states. In this regard, the organisation has been involved in the  â€˜Enhancing Competitiveness in the Caribbean through the Harmonization of ICT Policies, Legislation and Regulatory Procedures’ (HIPCAR) project, which was executed by the International Telecommunication Union, undertaken in cooperation with the Caribbean Telecommunications Union, and funded by the European Union.
