Dr Alex Sceberras Trigona Honoured
Dr Alex Sceberras Trigona, former Minister of Foreign Affairs for Malta, was recently honoured with the Gorchakov Insignia, the highest Russian diplomatic award. He received the decoration on the occasion of the celebration of 40 years of the establishment of Maltese-Russian relations. Dr Sceberras Trigona is senior fellow at DiploFoundation, involved in various Diplo training and research activities. For a full report, see the Times of Malta article.
Global Regulation of Child Pornography on the Internet
The Council of Europe has prepared a Convention on the Protection of Children against Sexual Exploitation and Sexual Abuse, which will include a global consensus on child pornography on the Internet. This convention could become a convergence point for the development of an international regime that could protect children from pornography and other inappropriate content on the Internet. The success of this initiative could lead to other solutions for Internet governance issues requiring consensus (racist materials, Spam) and the bottom-up approach may contribute to the confidence-building needed for addressing even more contested Internet governance issues, such as the management of critical Internet resources (Internet names and numbers).
