Madeline Murphy Hall
Senior Program Manager, Microsoft
Ms. Murphy Hall is a Senior Program Manager on Microsoft’s Digital Diplomacy team and works at the intersection of cybersecurity, human rights, and diplomacy. She previously spent a decade at the US Department of State where she most recently served as a Senior Coordinator for Cyber and Emerging Technology in the bureau of International Narcotics and Law Enforcement Affairs, overseeing the Department’s efforts to ensure criminal justice technology transfers were aligned with broader foreign policy objectives. As a Cybercrime Advisor for the multilateral crime team at the U.S. Department of State. She analyzed the global cyber and geopoliticial landscape, drove engagement with a diverse array of stakeholders in a process to elaborate a new treaty on cybercrime, and contributed to efforts to promote an open and interoperable internet. While at the Department, Ms. Murphy Hall focused much of her work on the Middle East and Africa, covering a wide range of human rights and internet governance issues, and criminal justice reform.
Prior to joining the State Department, she received a Fulbright Scholarship to Kuwait focused on the impact of Kuwaiti State policies on women’s rights, managed an English debate program in Qatar and received a Boren National Security Scholarship to study Arabic in Jordan. She has received numerous State Department performance awards. Madeline is an avid biker and skier, but spends most of her free time chasing her five and two year old.
