About Theodor Winkler

Theodor Winkler is a critical thinker on security and geopolitical issues. He was the visionary architect of the International Geneva ecosystem, including the Maison de la Paix complex.

He studies political science and international security at the University of Geneva, Harvard University, and the Graduate Institute of International Studies in Geneva. He obtained a PhD in political science in 1981 with a thesis on nuclear proliferation. Winkler joined the Swiss Department of Defence as an international security expert in late 1981, holding various positions within the department over the years. In 2000, he was appointed Director of the Geneva Centre for the Democratic Control of Armed Forces (DCAF) and promoted to the rank of ambassador by the Swiss Federal Council, serving in that position until June 2016.

Dr Winkler was a member of the Board of DiploFoundation and an active supporter of the Geneva Internet Platform.
