The programme includes three phases: a Foundation Phase, in which the participants will learn about the main issues, actors, and processes involved in Internet governance; an Advanced Phase, in which participants delve into specific topics of particular relevance to their work; and a Research Phase in which participants learn about policy research methodology and submit their own research proposal.

The first introductory phase starts on 10 September and runs for 8 weeks, followed by a two-month advanced phase which runs from December to February. The participants will complete the third phase of the Internet Governance Capacity Building Programme (IGCBP) in April 2013.
