The Cybercrime Convention Committee (T-CY) represents the states that have ratified the Budapest Convention on Cybercrime. In line with article 46 of the Convention, the Committee works to facilitate the effective use and implementation of the Convention, the exchange of information, and consideration of any future amendments.

In December 2012, the Committee decided to issue guidance notes representing the common understanding of parties regarding the use of the Budapest Convention. The notes, adopted in June 2013, are aimed at facilitating the effective use and implementation of the Convention, and cover the following issues: computer systems, botnets, transborder access, identity theft, DDOS attacks, critical infrastructure attacks, malware, and spam.
