Since 1998, the UN General Assembly has been addressing information security, establishing Groups of Governmental Experts (GGEs) to navigate the complexities of ICT in international security. The first GGE in 2004 failed to produce a report due to disagreements on ICT’s impact on national security. Subsequent GGEs in 2009 and 2011 made strides in recommending state cooperation and affirming the applicability of international law to cyberspace, emphasizing the balance between ICT security and human rights. The fourth GGE in 2015 highlighted state responsibilities in ICT use, including sovereignty and non-intervention principles. However, the fifth GGE in 2017 disbanded without consensus, reflecting ongoing challenges in achieving unified global standards in information security.
